If you use Photoshop Elements 3, you will find a good set of tutorial movies at:

Go to the Features section of this set of tutorials (toward
the bottom of the page), and watch the movies on the Browser and Camera
Raw. There is also a movie on the Organizer, a tool to organize your
photos.
To view these movies you need a fast internet connection (or a lot of patience while they download), and you need Quicktime installed on your computer. (You can get Quicktime for the PC at http://www.apple.com/quicktime/download/. If you use a Mac, it is pobably already on your computer.)

There are many sources, some are listed here. Many plug-ins are compatible with other software packages that support PS Plug-ins including Photo-Paint (Corel) and JASC’s Paintshop Pro. We suggest a search (Google etc.” for “photoshop plugins”) you will get lots of hits! Just select the ones that look interesting. Here are a few we have found to be useful:
